The resumed construction work of the Cynology center project will be carried out by Hagberg Construction

SJSC “State Real Estate” (SRE) informs that work on the construction of the Cynology Center in Rezekne has been resumed, which will ensure optimal working conditions and improved training opportunities for customs cynologists for work dogs, informs the SRE.

Delays in construction were the result of a lengthy review and modification of the project following the identified case of a building defect. The creation of the Cynology Center will be implemented under the European Economic area (EEA) Financial Instrument programme “International Police Cooperation and Combating Crime” – EEA funding (85%) and the national budget (15%).

“This will not only be a work dog training and cynologists education center, but also an important contribution to the work of the Customs Authority of the State Revenue Service. Project delays and changes after a building fault was identified were a challenge, but we have chosen the best solution, to ensure construction resumes. We have made progress in the realization of the project and have set the goal of completing the creation of the Cynology Center by February 2024,” explains Jeļena Gavrilova, Member of Board of SRE.

Work on the construction of the Cynology Center for was discontinued in October 2021 due to a wall deformation of the building resulting in a need to make changes to the project. A contract was concluded with CMB Ltd.

On the basis of the construction project developed by CMB Ltd, a price survey was carried out and bids were received from two bidders who exceeded the amount of budget originally allocated to the project. Proposals for reallocation of funding within the framework of the project have been prepared to cover the missing construction costs. The most economically advantageous tender was received from Hagberg Construction Ltd. and the signing of the contract with the new construction company of the Cynology Center is expected to take place in August 2023.

The construction of the Cynology Center is planned to be completed in February 2024. The center will be created by rebuilding old warehouse buildings and garage spaces on Maskavas Street 30, Rēzekne. It envisages the creation of modern customs work dog training rooms, as well as the deployment of volleys and the construction of a fenced-in walking area to provide dog-friendly conditions. The Cynology Center will provide wider training opportunities for customs work dogs and ensure efficient use of resources from the Cynology Department of the Customs Administration of the State Revenue Service (SRS).

According to the publicly available information, the SRS Customs Administration’s Cynology Center was established in 2004 and currently operates with 45 work dogs trained in the search for tobacco products, narcotic drugs and psychotropic substances as well as cash. Customs cynologists with work dogs participate in control activities, working with other law enforcement agencies, including the State Police and the State Border Guard.
