Report of the Organisation for Economic Co-operation and Development (OECD) on child-friendly justice system in Latvia has been published

Within the framework of the project “Support for the introduction of Barnahus in Latvia” of the EEA grants programme “International Police Cooperation and Combating Crime”, the Ministry of Welfare implemented an international activity: “Publication of a report prepared by the Organisation for Economic Co-operation and Development (OECD) on a child-friendly justice system in Latvia”.

The publication of the OECD report was an important measure not only for representatives of Latvia, but also for all cooperation partners, as nearly two years of work on the situation study and specialist interviews were completed, which was fully implemented remotely.

The event was held for 2 days. On 13 April 2023, part one of the event was held – the publication of the OECD report and online presentations of experience stories from other countries, collaboration partners. Foreign partners expressed appreciative words for the involvement and support of the Ministry of Welfare’s project team and other colleagues in this difficult process. On 14 April 2023, part tow of the event was held in person at the premises of the Ministry of the Interior, where foreign partners also participated.

Discussions were held among all stakeholders on the system of protection of children’s rights in Latvia and good wishes were made for the future work of the Children’s home.

As the CBSS Promise Councillor Shawnna von Blixen acknowledged, the processes vary from country to country and the fact that all collaborators are at the same discussion table with an open conversation about improving the collaborative processes to help child victims of violence is already very much there.

All those present expressed their wish to meet next time at the opening event of the Children’s home.

The report assesses the benefits of introducing the Barnahus model in Latvia as a child-friendly and inter-institutional one-stop agency to support children subjected to violence, as well as those who witnessed violence. The report looks at Latvia’s approach to promoting a more people – and child-friendly justice system, including proper governance mechanisms.
