In Scholarships limited submissions call projects are invited to involve Ukrainian students and academic staff

On January 24 begins the application for European Economic Area and Norway grants (EEA/NO) programmes “Research and Education” Scholarships activity limited project submission call for the approved project implementers of the 1st and 2nd calls organized by the State Education Development Agency (VIAA). In the activity, it is possible to implement mobilities, as well as promote cooperation in higher education between Latvia and Norway, Liechtenstein and Iceland.

The call creates an opportunity for project implementers to supplement their projects with various activities. It is possible to receive additional points in the evaluation if priority is given in the application to activities involving Ukrainian civilians, students and university staff, as well as those who leave Ukraine or cannot return to Ukraine due to the war caused by the Russian Federation. However, this does not change the fact that it is possible to apply for activities involving students and staff from Latvia or other countries.

Students and staff can be involved in project activities as co-funding recipients:

  1. students;
  2. academic staff;
  3. administrative staff.

Recipients of co-financing of projects approved in the 1st and 2nd open calls of the scholarships programme within 20 working days from the information being posted on the EEA/NO website eeagrants.lv must send to the agency’s email address: eezstipendijas@viaa.gov.lv filled out in English amendment request form, the justification of the compliance of the additional activities with the project’s goal and their impact on the indicators to be achieved in the project, providing a description of the additional activities, including the involvement of Ukrainian students and staff, and the indicators to be achieved, as well as indicating in the project contract and planned changes in its annexes. It is necessary to add annexes, which are located in the section of the eeagrants.lv website “Documents”.

VIAA examines the amendment request of project co-financing recipients for the allocation of additional funding for the implementation of additional activities, with priority support for activities involving Ukrainian students or staff. The agency examines requests within 10 working days after the end of the call.

For projects approved in the 1st and 2nd open calls of the scholarships activity, the funding available for the allocation of additional funding for the implementation of additional activities is 32,550 euros, which consists of co-financing from the European Economic Area Grants (EEA) in the amount of 27,667.50 euros and co-financing from the Latvian state budget in the amount of 4,882.50 euros .

The co-financing rate of the scholarships programme for the project is 100 percent, of which the state budget co-financing is 15 percent and the EEA grants co-financing is 85 percent.

The “Research and Education” programme is financed by EEA/NO Grants, while the scholarships activity is financed by EEA grants with the support of Norway, Iceland and Liechtenstein. Scholarships activity contributes to higher education and research, reducing economic and social differences in the European Economic Area, strengthening bilateral relations and promoting exchanges between donor countries and Latvia.
