Within the framework of the EEA Grants 2014-2021 programme “International Police Cooperation and Combating Crime” project “Support for Barnahus implementation in Latvia”, a team from the State Children’s Rights Protection Inspectorate’s Children’s House, along with two representatives from the State Police (Kurzeme and Zemgale regions), in cooperation with Nordic partners, embarked on a study visit to Sweden (Linköping) from December 3-5, 2023. The purpose of the visit was to learn about and familiarize themselves with Linköping’s experience in implementing the Barnahus service.
In Linköping, the Latvian delegation was welcomed by Barnahus manager/social worker Anna Petersson, as well as another Barnahus social worker, Anna Nelsson. During the visit, two investigators from Linköping Police, Carla Larsson and Emma Cholmondeley, were also invited to share their experiences and describe the cooperation process with Linköping Barnahus.
Linköping Barnahus began its work in 2005 and is one of 33 Children’s Houses in Sweden, as well as a long-standing and experienced member of the Promise Barnahus Network. The Latvian delegation was introduced to the Linköping Barnahus facilities and operational concept, as well as the activities implemented by Barnahus, including the interviewing of child victims for investigative purposes, assessing the child’s and family’s situation, and establishing cooperation with involved institutions.
As part of the exchange visit, the Latvian representatives also introduced their Swedish colleagues to the recently launched Children’s House program in Latvia, discussed the support services available to child victims, and various challenges faced in daily work. For the successful launch of the Children’s House in Latvia, the experience and recommendations of other countries are crucial. The long-standing experience and insights provided by foreign colleagues regarding cooperation mechanisms, difficulties, current challenges, and potential solutions are very useful both in terms of integrating the Latvian Children’s House into the existing system and in implementing new and innovative solutions to support child victims. Cooperation between Linköping and the Latvian Children’s House will certainly continue within the framework of the Promise Barnahus Network.
