1. Basic Information and Conditions

The aim of the open call is to provide support for the development of cultural and artistic events that improve the accessibility of professional contemporary art and culture to the target group in all regions of Latvia, and to increase the involvement of the target group in art and culture. The target group of the project is children and youth aged six to 18.

Maximum grant rateUp to 100 % for direct or indirect public administration authorities of the Republic of Latvia, derived public persons, other state authorities, state and municipality companies, as well as associations and foundations (NGOs).
 
Up to 85 % for legal entities not referred to in the previous paragraph. These beneficiaries shall provide co-financing for at least 15 % of the total eligible costs of the project.

Eligible applicants:A legal entity of public or private law of the Republic of Latvia, an authority of direct or indirect administration (except a municipality or a municipal authority), whose main activity is in the cultural or creative sector in accordance with the definition set forth in Article 2(1) of Regulation (EU) No. 1295/2013 of the European Parliament and of the Council of 11 December 2013 establishing the Creative Europe Programme (2014 to 2020) and repealing Decisions No. 1718/2006/EC, No. 1855/2006/EC and No. 1041/2009/EC.
 
A municipality or a municipal authority of the Republic of Latvia in partnership with a cultural organisation which is a legal entity of public or private law of the Republic of Latvia, an authority of direct or indirect administration whose main activity is in the cultural or creative sector in accordance with the definition set forth in Article 2(1) of Regulation No. 1295/2013.
Mandatory partners:At least one mandatory donor project partner:
Legal entities of public or private law of the donor states (Iceland, Norway and Liechtenstein), whose main activity is in the cultural or creative sector in accordance with the definition set forth in Article 2(1) of Regulation No. 1295/2013, as well as individuals who are legal residents of Liechtenstein.

Necessary documents for the application:The project application shall consist of:
1. The project application form in English (Annex 1) where in separate sections if i specified the information shall be provided also in Latvian, with attached:
·       project budget form in English (Annex 1.1).
·       statement of the project applicant in English (Annex 1.2).
·       statement of the project partner (Annex 1.3 and Annex 1.4) in English.
2. CV of the project manager in Latvian or English.
3. CV of the project accountant or financial manager in Latvian or English.
4. if they are not publicly available, certified copies of the bylaws or statutes of the project applicant and, if applicable, the project partner from Latvia, in Latvian or English.
5. the power of attorney of the project applicant or certified copies thereof, if the project application or any other documents appended thereto have been signed by a person who does not have registered rights to represent the project applicant.
6. other documents that are considered necessary for a qualitative evaluation of the project application, if applicable.

2. Expectations and Results Framework

The main ambition of this Call is to support the co-creation of products of professional contemporary arts and culture and audience development in all regions in Latvia.

Co-creation of new content/new products is envisaged in cooperation with donor project partners and engaging the target group, children and youth aged six to 18.  The engagement of the public – representatives of the local community, educational institutions,  municipalities and NGOs – is also anticipated. New cultural products in all genres (e.g., plays, performances, concerts, prose and poetry readings, exhibitions, master classes, workshops, etc.) will be supported.

Audience development is engaging audiences and using co-creation as a method. In this field activities to be supported include discussions, seminars and training, also for the staff and professionals in the cultural and educational organizations, using innovative methods and techniques.

Applicants will be obliged to set target values for the indicators listed in Paragraph 5 of the Rules. The full results framework of the programme is in Annex I to the Programme Agreement concluded between Latvia and the Donor States, published at www.eeagrants.lv.

3. Selection Criteria

4. Eligible Activities and Eligible Expenditures

The project grant can be used for the activities defined in the Paragraph 12 and 13 of the Implementation Regulation.

Except for the “excluded expenditures” listed in Paragraph 16 of the Implementation Regulation different types of expenditures can be eligible, if they meet the conditions listed in this Call and Paragraphs 14, 15 of the Implementation Regulation.

The term of project implementation and, accordingly, the period of cost eligibility may not exceed the term specified in the project contract and shall not exceed 30 April 2024.

Donor project partners must submit proof of expenditure by way of an audit report. Costs related to these audits must be indicated in the Budget. For further information, see the project contract template (Annex 4 to the Rules).

In accordance with the Paragraph 17 of the Implementation Regulation, support shall not be provided for economic activities or activities generating income. Activities shall not be generating revenues during the project implementation and, thus, state aid rules are not applicable.

5. Recommended Milestones and Timeframe

It is recommended that the projects comply with the following indicative timeframe:

The project implementation period should not be shorter than eight months and no longer than 18 months from the signature of the project contract or agreement on the implementation of the project.

6. Selection Procedures

The Selection Committee established by the Ministry as the Programme Partner shall review the applications for compliance with administrative and eligibility criteria. Applications that meet the administrative and eligibility criteria shall be reviewed by at least two independent experts, who evaluate the compliance of the project applications to the quality criteria.
The decision to approve a project application, to approve with a condition or to reject it shall be made by the Ministry within four months after the end date for submission of the project application (Detailed information within section V and VI of the Rules).

7. Financing and Reporting

Payments of the project grant to project promoters that are non-State budget institutions or public administration institutions subordinate to the Ministry shall take the form of advance payments, if any, interim payments and a final payment. The level of advance payment to projects shall be set out in the project contract. The maximum level of advance payment shall be linked to the project length and the type of Project Promoter. Project implemented by direct public administration institution is pre-financed from the state budget.

The sum of advance payment and intermediate payments shall not exceed 90 percent of the project grant. The Ministry as the Programme Partner shall make the final payment no later than within 60 business days after the receipt of the final report.

8. Project Application Submission

The application may be submitted only in the form of electronic document to the Ministry to the  e-mail address pasts@km.gov.lv or the official e-address (www.latvija.lv/lv/BUJEadrese#show1) of the Ministry by 7 March, 2022 , 23:59 EET. The “Subject” section of the e-mail must contain the indication “EEA Grants open call. Do not open before the start of evaluation”. The application (together with all the listed attachments) must be signed with a secure electronic signature and certified with a time stamp in accordance with the laws and regulations regarding the execution of electronic documents.

Information in the project application form shall be provided in English, and in Latvian only in those sections which are required to be written in Latvian. This and other relevant information is available in the methodological instructions for filling out the open call project application form (Annex 2 to Rules).

9. Further Information

Before and during preparation of a Project Application the applicant is strongly advised to consult the documents referred to in Paragraph 70 of the Rules.

The Ministry can be contacted for queries through e-mail: eeaculture@km.gov.lv   no later than 3 business days prior to the project application submission deadline of the open call (in the “Subject” section of the e-mail indicate “Regarding the EEA Grants open call for project proposals). Questions received by e-mail will be addressed within 3 business days.
