Baltic-Nordic research cooperation opportunities discussed on the seminar 

On 30 April 2024, a seminar on strengthening Baltic-Nordic cooperation in research was held in Oslo, Norway, with the participation of representatives of the Latvian Science Council (LZP), the Ministry of Education and Science (IZM), the Norwegian Research Council and Nordforsk.

In the first part of the seminar, participants were introduced to the NordForsk model, which was established in 2005 by the Nordic Council of Ministers to promote Nordic research cooperation. Its board includes representatives from Denmark, Finland, the Faroe Islands, Iceland, Norway, Sweden and the Nordic University Association (NUS). NordForsk is also developing cooperation with countries outside the Nordic region, especially the Baltic States, as well as joint activities with the UK and the Netherlands, cooperation with Japan on health and well-being, and recently with the USA and Canada.  

Representatives of the Latvian Science Council presented the strategic objectives and activities of the LZP, national support programmes and international research programmes and projects. NordForsk’s experience in project management and monitoring, science communication and impact assessment was discussed, and the IT system ReserchFish, which allows to analyse project results and impact indicators at different scales. NordForsk representatives presented information on their open calls for proposals and the planned calls for proposals in which Latvian scientific institutions could be considered for participation in the framework of the 1.1.1.5. project. In the near future, NordForsk is planning new calls in the following areas: development of a sustainable health and care system model for the elderly, research on fitness and resilience, artificial intelligence, forest and forestry. The LZP, the IZM and NordForsk agreed on further cooperation in the development of new calls for proposals to assess opportunities for Latvian scientific institutions to participate. 

The second part of the seminar took place at the Research Council of Norway, where representatives of the LZP and the IZM were introduced to the Norwegian R&D system, the Council’s activities and functions, strategic objectives, implemented support mechanisms and programmes. At the end of the meeting, further opportunities for cooperation were discussed, including the continuation of cooperation in the implementation of the EEA Research Programme in the next period. 

The visit of the LPZ and the IZM was organised with the financial support of the Nordic Council Office in Latvia, the 1.1.1.5 project and the EEA Financial Instrument Programme “Research and Education”.
