In October 2020 the representatives from Latvia and Norway met during the video conference to discuss further activities of bilateral cooperation of the Norway Grants for 2014–2021 programme “Correctional Services” and the project implementation*.
Taking into account the restrictions for movement and organization of events as a result of COVID-19 pandemics, video conferences are a significant tool for the programme “Correctional Services” and work of the project team on how to strengthen cooperation with partners in Norway and other beneficiaries of the Norway Grants. Therefore, the implementers of the programme continue to actively move towards the target – to establish a modern training centre infrastructure and model prison blocks for training opportunities in the Olaine prison territory.
Participants of the meeting discussed the possibility to adjust the planned activities and to continue implementation thereof also in the determined restrictive circumstances. However, they had to conclude that part of the activities, such as training of internship managers, can be implemented and can reach their goal only in the circumstances of presence. Therefore, their implementation has been moved to 2021.
Representatives of Norway proposed the Latvian party a possibility to become acquainted with already prepared informative training video materials about different current topics in places of imprisonment. Such materials could serve as supplementing alternative for the currently planned content of the project. Representatives of the Latvian Prison Administration appreciated the proposal and expressed their readiness to assess, whether the materials will be useful for work of the Latvian Correctional Services.
Besides, the Latvian party informed the participants about the procurement of the project, including the course of the designing and construction procurement procedure of the training centre and model prison blocks.
When continuing the commenced online cooperation practice, cooperation partners of the programme “Correctional Services” and the project plan to meet again in December of this year.
