Fifth Cooperation Committee meeting of programme “Correctional Services” held in Oslo

From 9 to 11 September 2019 Oslo, Norway welcomed fifth Cooperation Committee meeting of Norway Grants (hereinafter – the NG) 2014-2021 programme “Correctional Services” (hereinafter – the Programme).

On the Cooperation Committee meeting representatives of the Ministry of Justice, the Ministry of Finance, the Latvian Prison Administration, the State Probation Service, the Embassy of the Kingdom of Norway in Latvia as well as representatives from donor Programme partner and donor project partners – the Directorate of Norwegian Correctional Service, Romerike Prison, and University College of Norwegian Correctional Service – discussed most topical issues about the programme and project implementation.

Meetings like these between representatives of the beneficiary state and donor state are regularly organized at least twice a year.

The Programme was launched on 14 December 2017, but the agreement concerning pre-defined project “Establishment of training centre infrastructure and model prison blocks for training opportunities in the Olaine prison territory” (hereinafter – Project) was signed by the Latvian Prison Administration and the Ministry of Justice on this year’s July 1st.

Over the course of the Project, four activities will take place: establish modern and compliant training centre for employees of the correctional services, including training prison; develop and improve regulatory enactments and regulating operations of the aforementioned centre; improve qualification of the staff; and ensure project management. Over the course of the meeting, representatives of the Latvian Prison Administration as the Project Promoter presented two-month progress after launching the Project as well as informed about the future plans.

The central activity of the programme is promotion of bilateral relationships between the donor state and beneficiary state; therefore, further collaboration activities were thoroughly discussed. Several working groups took place already and others are planned in the future, involving Directorate of Norwegian Correctional Service, other NG Correctional Services and authorities of beneficiary states (Latvia, Lithuania, Czech Republic, Bulgaria, and Rumania) participating in implementation of correctional services programmes; there will also be experience exchange visits between the Latvian Prison Administration and project partners – Romerike Prison and University College of Norwegian Correctional Service.

The next meeting of the Cooperation Committee is scheduled for April 2020.
