Representatives from Latvian and Lithuanian justice and correctional services sectors meet in the Addiction Centre in Olaine

Representatives from the Lithuanian Ministry of Justice visited the Olaine prison and the Addiction Centre that was established in Olaine prison territory with the support of the Norway Grants. As part of the visit, Lithuanian colleagues were introduced to the principles of the Centre’s activities and were discussed further cooperation opportunities also.

On Thursday, 29 November 2019 representatives from the Lithuanian Ministry of Justice visited the Olaine prison and the Centre on Addiction that was established in its territory with the support of the Norway Grants. As part of the visit, Lithuanian colleagues were introduced to the principles of the Centre on Addiction’s activities, the programmes of resocialisation, good practices and experience of working with prisoners. Similarly, representatives of the Ministry of Justice of Lithuania and Latvia, as well as the Olaine prison, discussed the possibilities for future cooperation during the period of 2014–2021 within the framework of the Norway Grants.

With the support of the Norway Grants,  during the years of 2020–2023, it is planned to build a training centre in the territory of Olaine prison for the staff of correctional services, as well as two open prison blocks within the framework of the Prison Administration’s project “Establishment of training centre infrastructure and model prison blocks for training opportunities in the Olaine prison territory”.

It is planned to build a training centre not only in Latvia, but also in Lithuania and Bulgaria, thereby promoting a common understanding of skills and competencies that are necessary in this field in the post-Soviet area within Europe. The establishment of infrastructure of the Olaine training centre will enable the development of regular local and international training cooperation between the correctional services – organising educational discussions, seminars, conferences and working groups in the appropriate and suitable premises. The establishment of a new training centre’s infrastructure will be a milestone for the further professional development of the staff of correctional services, contributing to the overall growth of the European system of correctional services and the introduction of working methods in the correctional services.

Working together for a safe and inclusive Europe.

On 14 December 2017 representatives of the Ministry of Finance of the Republic of Latvia and the Ministry of Foreign Affairs of the Kingdom of Norway concluded the Memorandum of Understanding concerning implementation of the Norway Grants 2014–2021 and carrying out the programme. The main purpose of the Norway Grants  is to reduce social-economic differences between a donor country and recipient countries as well as to consolidate bilateral cooperation. The overall funding of 2014–2021 programme amounts to EUR 15,294,118; 85% (EUR 13,000,000) are financed by the Norway Grants but 15% (2,294,118) are co-funded by the State budget. Furthermore, additional EUR 100,000 were granted for the activities of bilateral cooperation.
