The Ministry of Justice, as an operator of the Norway Grants period 2014-2021 programme “Correctional Services” to organize from 31 October 2018 to 1 November 2018 at the Liepaja Prison the third meeting of the Cooperation Committee of the programme in order to discuss topical issues with the representatives of the Latvian and Norwegian correctional services.
The Ministry of Justice as an operator of the Norway Grants period 2014-2021 programme “Correctional Services” (hereinafter – the programme), is to organize from 31 October to 1 November 2018 at the Liepaja Prison the third meeting of the Cooperation Committee of the programme in order to discuss the latest affairs with representatives of the Latvian and Norwegian correctional services. The meeting of the Cooperation Committee will be attended by representatives of the Ministry of Justice, the Ministry of Finance, the Prison Administration, the State Probation Service, the Liepaja Prison, and the Prevention Centre of the City of Liepaja Council’s Social Services, as well as representatives of the donor country from the Norwegian Correctional Services Directorate and a representative from the office of the Financial Mechanism in Belgium.
It is expected to discuss at the meeting activities of the programme’s bilateral cooperation fund in 2018 and 2019, to address further course of signing the programme’s agreement, and discuss the guidelines and legislative base required for development and assessment of the application for project “Establishment of training centre infrastructure and model prison blocks for training opportunities in the Olaine prison territory”. Madara Lapsa, the head of the Addiction Prevention Centre of the City of Liepaja Council’s Social Services, will also share her experience and tell about positive cooperation results at the Liepaja Prison and Olaine Addiction Centre*. These authorities, along with the volunteers, manage support groups for addicted prisoners, helping them to admit and solve problems associated with the use of addictive substances and engagement in various addiction-related processes.
The first meeting of the programme’s Cooperation Committee was held from 15 to 16 January 2018 in Riga, Latvia, whereas the second meeting of the programme’s Cooperation Committee was held from 7 to 9 May 2018 in Lillestrøm, Norway.
* The Olaine Addiction Centre was opened at the Olaine Prison in October 2016; the construction of the Centre was co-funded by the 2009-2014 Norway Grants.

On 14 December 2017 representatives of the Ministry of Finance of the Republic of Latvia and the Ministry of Foreign Affairs of the Kingdom of Norway concluded the Memorandum of Understanding concerning implementation of the Norway Grants 2014-2021 and carrying out the programme. The main purpose of the Norway Grants is to reduce social-economic differences between a donor country and recipient countries as well as to consolidate bilateral cooperation. The overall funding of 2014-2021 programme amounts to EUR 15,294,118; 85% (EUR 13,000,000) are financed by the Norway Grants but 15% (2,294,118) are co-funded by the State budget. Furthermore, additional EUR 100,000 were granted for the activities of bilateral cooperation.
