New training center for correction services staff to be built in the territory of Olaine Prison

On January 15 and 16, 2018 two Norway Grants 2014–2021 period meetings will be held in the Ministry of Justice of the Republic of Latvia, during which implementation of programme “Correctional services” will be discussed. Within the programme it is planned to build a new training centre for the stafff of correctional services in the territory of Olaine Prison.

Starting intensive work on implementation of the next Norway Grants period, the Ministry of Justice on January 15 and 16 will organise first Cooperation meeting and Kick – off meeting to discuss implementation of Norway Grants 2014–2021  period (hereinafter – planning period) and programme “Correctional services” (hereinafter – programme).

It is planned that the programme implementation period will take place until December 31, 2024 during which it it intended to build a new training center for the staff of Latvian Prison Administration and State Probation Service in the territorry of Olaine Prison. The current Latvian Prison Administration training centre is located in one of the prisons, in premises that are not suitable for trainings. Also, during the implementation of programme it is intended to strengthen the status of the training center as an educational institution and to develop open prison infrastructure of Olaine Prison.

Total estimated program cost is 15 294 118 EUR, of which 13 000 000 EUR is the co-funding from the Norway Grants, and 2 294 118 EUR is Latvian co-financing. Additionally 100 000 EUR are assigned to strenghten bilaterial cooperation.

The meetings will be attended by representatives from Directorate of Norwegian Correctional Service, Financial Mechanism Office, Royal Norwegian Embassy in Riga, Council of Europe, Correctional Service of Norway Staff Academy, Ministry of Finance, Latvian Prison Administration, State Probation Service, Olaine Prison and the Ministry of Justice.

Additional information:

On December 14, 2017 representatives from the Ministry of Finance of the Republic of Latvia and the Norwegian Ministry of Foreign Affairs signed the Memorandum of Understanding on the implementation of the Norway Grants 2014–2021 period and programme “Correctional services”.

On February 23, 2016 an Agreement was concluded between the Kingdom of Norway and the European Union on the Norway Grants for the period from 2014 to 2021.
