Seminar on presenting amendments to the Latvian legislation regarding the police short term detention centers under the Project LV 08/3

On 14 – 15 September 2015 a seminar on presenting amendments to the Latvian legislation regarding the police short term detention centers was organized in Riga.

The seminar presented the developments introduced to the system and draft amendments to the legal framework regarding police short term detention centers, developed by national experts in response to identified challenges as well as relevant shortcomings of detention in police establishments in Latvia.

The Council of Europe provided an expert advice and recommendations on European standards on the draft amendments and the remaining challenges, in order to align these amendments to the European standards.

The information obtained and the observations made during a short visit to the Latgale temporary keeping station of Riga Regional Police Department were also taken into account during the discussions.

A report with final conclusions and recommendations following this seminar will be drafted and presented to the Latvian State Police.

The seminar was organised under the project “Improving the Standard of Latvian State Police detention centers, including activities aimed at improving infrastructure, reducing/abolishing the current practice of administrative detention, changing the practice of returning remand prisoners for further investigation, ensuring adequate training for staff working at police detention facilities”, financed under the EEA and Norway Grants Mechanism and implemented by the Latvian State Police, in partnership with the Council of Europe.
