Redistribution of funding has been performed between the projects implemented by the State Police, Prison Administration and State Probation Service

On 6 November 2014 amendments to the agreement of the programme “Reform of the Latvian Correctional Services and Police Detention Centres” have come into force, providing for redistribution of funding from the project implemented by the State Police to the projects implemented by the State Probation Service and Prison Administration.

Amendments provide that the funding between the three previously determined projects shall be redistributed, decreasing the total estimated budget of the project LV 08/3 “Improving the standard of Latvian State police detention centres, including activities aimed at improving infrastructure, reducing/ abolishing the current practice of administrative detention, changing the practice of returning remand prisoners for further investigation, ensuring adequate training for staff working at police detention facilities” by EUR 682 585 and increasing the total expenses of the projects of the Prison Administration and State Probation Service. Respectively, the budget of the project of the State Probation Service LV 08/1 “Increasing the application of alternatives to imprisonment (incl. possible pilot project on electronic surveillance)” is increased by EUR 242 918.00 and this funding shall provide the following:

  1. to perform research regarding the criminal justice regulation of preventive imprisonment and preventive public surveillance in other countries;
  2. to perform trainings for the employees of the probation and prisons, implementing the Sex offender behaviour correction program;
  3. to develop assessment tools for the violence recurrence risk and criminogenic needs;
  4. to increase the administrative capacity of the project.

In its turn, the total budget of the project of the Prison Administration LV08/2 “Establishment of a new prison block in Olaine prison, including construction and training staff” has increased by EUR 439 667.00 and it will be used for the construction of fence for Olaine Centre for Addicted Persons.
