The pre-defined Project LV08/3 „Improving the standard of Latvian State police detention centres, including activities aimed at improving infrastructure, reducing / abolishing the current practice of administrative detention, changing the practice of returning remand prisoners for further investigation, ensuring adequate training for staff working at police detention facilities” is launched

On 6 May 2014 the Ministry of Justice of Latvia as the Programme LV08 „Reform of the Latvian Correctional services and Police Detention Centres” Operator, Ministry of Interior of Latvia as the National Programme Partner and the State Police of Latvia as the Project Promoter have signed the Project Contract on implementation of the Project LV08/3.

The Project will be implemented in the framework of the Programme LV08 „Reform of the Latvian Correctional Services and Police Detention Centres” of the Norwegian Financial Mechanism 2009-2014.

Project objectives and tasks will be achieved through five activities:

The Project will be implemented in cooperation with four Project partners: the Council of Europe, Estonian Academy of Security Sciences, Police and Border Guard Board of Estonia and the Provision State Agency of Latvia. The Council of Europe will participate in implementation of all Project activities, thus ensuring observance of human rights standards in relation to STDC.

Within the 1st Project activity it is planned to make a documentary about implementation of the Project and main achievements, to ensure Project publicity and organize Project’s final conference.

Within the 2nd Project activity there will be two exchange visits to Estonia, as well as intense cooperation with the Council of Europe to adopt best practices and competence regarding the STDC and application of international standards.

Within the 3rd Project activity the State Police experts in cooperation with the Council of Europe will evaluate legislation related to STDC, identify potential gaps and develop proposals to improve the police convoy system.

Within the 4th Project activity it is planned to develop two professional training programmes at the State Police College, which will be taught also upon completion of the Project. At the same time, a specialized 40h training program will be developed and implemented, where during the Project 100 policemen working at STDC will participate.

Within the 5th Project activity 10 STDC in Gulbene, Cēsis, Aizkraukle, Jēkabpils, Jelgava, Bauska, Rēzekne, Saldus, Liepāja, Ogre and 11 places of temporary keeping at the Riga Region Police Department will be renovated/ reconstructed, as well as 12 STDC and 11 places of temporary keeping equipped. Experts from the Council of Europe and the State Provision Agency of Latvia will be involved in implementation of the activity.

Implementation of the Project is from 6 May 2014 until 30 April 2016.

Total estimated Project cost is 2 583 962 EUR, of which 2 196 368 EUR is the co-funding from the Norwegian Financial Mechanism, and 387 594 EUR is Latvian co-financing.
