Olaine Prison will have a Block for Inmates with Addition Problems

On 4 April 2014 the State Secretary of the Norwegian Ministry of Foreign Affairs Ms Ingvild Næss Stub visited Olaine Prison. During the visit Ms Ingvild Næss Stub got acquainted with developments of the Project which provides for establishment of a system to work with inmates who have addiction problems, as well as took a look at the territory of the prison and the prison hospital.

The Project “Establishment of a new prison block in Olaine prison, including construction and training of staff” is being implemented with the support of the Norwegian Financial Mechanisms, and it foresees establishment of a separate block for taking care of drug addicts and train prison staff to work with inmates with addiction problems. It is planned that in the new block it will be possible to accommodate 200 inmates who will be able to get involved in a dedicated resocialisation programme.

Ms Ingvild Næss Stub met officials of the Ministry of Justice and the Ministry of Finance, as well as management of the Prison Administration and Olaine Prison.

During the visit Inguss Kalniņš, the Deputy State Secretary of the Ministry of Justice for Strategic Affairs, highlighted:

Huge job has been done to be able to start construction works of the new prison block. The Ministry of Justice appreciates as the support of the Norwegian Financial Mechanisms, as well as cooperation with the Prison Department and management of Olaine Prison.

We are content that such Project is being implemented exactly in Latvia, for it is a huge step forward in improvement of the whole prison system in compliance with modern requirements.”

Additional information:

The Project is being implemented within the framework of the Norwegian Financial Mechanisms 2009-2014 programme LV 08 “Reform of the Latvian Correctional Services and Police Detention Centres”. The financing is EUR 8 277 294, of which EUR 7 035 700 being co-financing of the Norwegian Financial Mechanism and EUR 1 241 594 co-financing of the Latvian state.

Currently in prisons it is difficult to isolate drug and psychotropic substance addicts. The Project aims to solve this problem.
