Ministry of Justice will organise a Seminar „Abolition of Administrative Detention in Latvia: Benefits and New Opportunities”

The Ministry of Justice of the Republic of Latvia in collaboration with the Parliament of Latvia, the Correctional Services of Norway and the Council of Europe is organising a seminar „Abolition of Administrative Arrest in Latvia: Benefits and Alternatives” on September 30, 2013 in Riga, Latvia.

The Cabinet of Ministers has approved the Concept of Developing the Administrative Punishment System, based on which the Ministry of Justice has developed a Draft Law on the Administrative Punishment Process. It foresees essential reforms in the area of administrative detention, including complete removal of administrative arrest from the administrative penalty system.

The Seminar will be organised with the aim to increase the understanding that administrative detention must be abolished, as well as to encourage discussions on possible alternatives to the administrative arrest.

With an opening address from Her Excellency Mrs. Solvita Āboltiņa, the Speaker of the Saeima of the Republic of Latvia and Mr. Jānis Bordāns, the Minister of Justice of the Republic of Latvia, the Seminar will feature prominent lecturers and experts from the Council of Europe, the Ministry of Justice and Public Security of the Kingdom of Norway, the Norwegian Directorate for Correctional Services and others. Among the distinguished guests will be members of the Legal Affairs Committee and the Defence and the Internal Affairs and Corruption Prevention Committee of the Saeima.

The opening speeches and presentations will take place during the first part of the Seminar, whereas the second part will be devoted to discussions.
