In 2022, a mid-term evaluation of 15 green programmes of the EEA/Norway grants was carried out by independent evaluators on behalf of the programme donor countries. The evaluation explored the coherence, efficiency, and potential effectiveness of green programming under the EEA and Norway Grants.
The evaluation of the green programs was published at the beginning of 2023 and the Norway grants Environment and Climate (LV-CLIMATE) programme operated by the Ministry of Environmental Protection and Regional Development has been praised for both programme management and programme progress. In general, the evaluation of the programme LV-CLIMATE highly rated the efficient and effective set-up, strong team with operational and technical capacilities.
Digitalisation and ICT solutions play an increasingly important role in climate solutions. Though not explicitly targeted, numerous projects under the EEA and Norway Grants’ green programmes supported the development and applications of smart digital solutions in the area of climate, sustainable energy and environmental protection. Under LV-Climate the project “Digital transformation of the contaminated site management model” establishes an improved system for the management of contaminated sites, replacing the current contaminated site register and paper information flow with comprehensive digitisation of the information and data submission, verification and acceptance process.
